Web (chatgpt.com)

Can you get a refund?

OpenAI's default is that subscription fees are non-refundable. In practice there are two exceptions. For an accidental purchase, OpenAI says you are generally eligible for a refund if you contact support within 14 days of the charge, handled at their discretion through the help chat. If you live in the EU, UK, or Turkey, you have a statutory right to a prorated refund if you cancel within 14 days of purchase.

Where you bought it decides who refunds you. Web and Google Play charges are handled by OpenAI through the help.openai.com chat (you must be logged into the exact account that was charged). Purchases made in the iOS app are billed by Apple, and OpenAI cannot refund those - you request them from Apple at reportaproblem.apple.com.
